Flow foundation business case

Historically, water allocation practices have poorly considered the needs of the environment and not until after the 1967 drought did environmental impacts begin to feature in water allocation decision making.

Environment Victoria, in partnership with Trust for Nature, proposed to establish the Flow Foundation, structured as a not for profit Trust dedicated to restoring Victoria’s rivers and wetlands through cash and water donations.

Alluvium was engaged to develop a business case to model income, expenditure and the ability of the Flow Foundation to obtain cash for purchasing water. Climate change and water pricing sensitivity were incorporated into the modelling to determine the ultimate volume of water available to the Foundation to deliver.
